Court of Appeal of Amsterdam: ‘Modified’ for military use same as ‘designed’ for?

On 24 March 2021, the Court of Appeal of Amsterdam published its ruling in a case concerning a rejected licence application by the Dutch Minister of Foreign Trade and Development Cooperation. In this case, the Court of Appeal of Amsterdam provided its interpretation of the EU criteria of ‘specially designed for military use’.
